[Image taken 28.9.21] A driver (with a broken back light) with bright orange food collection bag (Just Eat) on the back seat drove into Library Square, turned round and stopped. But kept the engine running. There were two people in the car. The driver was concentrating very hard on his phone as I tried to catch his attention while standing next to his window. He chose not to understand the 'wind down the window' gesture. However I will report this vehicle to North Yorks Police and ask that they set up a reporting page. One of the Guildhall Ward councillors told me two weeks ago a lot of people are unhappy about this abuse of a 'people space' (my phrase). I don't think ward money should be spent trying to sort this.
