The Coatsworth Road Raceway

Despite a 20mph speed limit along Coatsworth Road this is routinely ignored by most drivers and it seems many drivers enjoy getting up a good head of steam along what is a fairly straight and wide road. Is there a way to look at using the road layout more effectively to reduce speeding and also to reduce constant parking on yellow lines and on pavements ?
